Windows 7 Issues

I've notice that the performance of PL/SQL Developer 7.0.3 is slow when running in Windows 7. Sometimes the "Not Responding" message appear. Is version 7.0.3 supported on Windows 7? Am i entitle for a free upgrade to version 8.0.3 if i have the license for 7.0.3?

Version 7.0 should work under Windows 7, but it is recommended to upgrade to 8.0. The upgrade is not free and requires a current Annual Service Contract.
