How to show right chinese text?

Can anyone tell me how to show right chinese text in pl/sql when we use English OS.

I have made settings in Windows Regional Settings and it's ok with chinese documents or chinese interface software but pl/sql...

All chinese text is show as this only: 蕞
Although it shows correctly in program interface

Can you help me or show me what to do or what to install to solve this problem! Please

Which PL/SQL Developer version are you using, and which character set is defined in the NLS_LANG of your Primary Oracle Home?
