Editor window selected text scroll speed?

Subject isn't grammatically correct, but it'll be great for a keyword search later! :)

My code invariably takes up multiple screens (that is, more lines than is viewable at once on my monitor). If I try to select a block that's spread over more than the current screen by click and drag, and then I move the mouse pointer above the window more than a pixel or two, it scrolls super-fast and ends up at the top or bottom of the file. There doesn't seem to be any option to control this. I normally have my other Windows apps set to NOT smooth scroll, but this scrolls so fast I can't control it.

Is it just me, or what?

I'm using the latest rev 6.0.2.880

It doesn't scroll superfast for me, but it would be nice if it worked the same as in (for example) MS Word: the lower you move the mouse cursor, the faster it scrolls. This is on the list of enhancement requests.
 
I also have the same problem... but only in PL/Dev! In Textpad for example the speed is very nicely timed, even with Smooth Scroll off.
