Best upgrade option

We currently have a 10 user license PL/SQL developer 6 and no annual service contract. Can we upgrade to upgrade to version 7 by simply buying an annual service contract (we have purchased our license more than 1 year ago)?

Yes, you can still renew the service contract that expired in 2005.
