Are licenses time-limited?

Hello,
this is a question for a potential customer:

If I purchase an unlimited license for the PL/SQL Developer License and, for example, sign up for a 2-year support contract,

1. Will I receive all upgrades for subsequent versions in dies 2 years and
2. my current version 16.xx would then be usable indefinitely, regardless of the length of the support contract.
3.If the customer later purchases an upgrade license (16.xx --> 18.xx), do all installations have to be upgraded to this version?

You will receive updates for the purchased version (e.g. 16.0.x). For major upgrades (e.g. 16.0 -> 17.0) you can purchase an upgrade after the new version is released.

That is correct. Licenses are perpetual.

No, you are completely free to use any previous version.
