Workset do not automatically reopen

Though in the documentation, a open workset should be automatically reopened again, this does not work on 16.

"If PL/SQL Developer is closed while a workset is opened, this workset will automatically be opened when you restart PL/SQL Developer later."

This worked correctly in 15. Will it be fixed on next version?
