It would be ideal if the tool would install some tables in a schema that would correlate a project to a schema. Then when a Developer connects to the database, PL/SQL Developer would automatically see that a schema is under source control. The developer would be forced to log into VSS in order to see objects under source control and then check the object out before modification would be allowed.
PL/SQL Developer does enforce check-out before modification if the developer chooses to open a VSS project within PL/SQL Developer. If the developer picks "close project" or never opens a project, then he/she can modify objects without first checking it out.
