Window positioning issue with v16.0.8.2176 between Windows 10 and 11...

I always use menus rather than ribbons, and I always layout my windows in a particular way. Running under Windows 10, I was able to position the windows the way I want, with the menu bar on top and the 3 horizontal windows underneath (see PSD_Windows10 image). Running under Windows 11, I was unable to position my top 3 windows under the menu bar - they would only lock into their horizontal positions above the menu bar (see PSD_Windows11 image). Is there something I need to do or set in order to be able to position the windows the way I want under Windows 11?
