VCS 1.2 blank modal dialog

I am using VCS 1.2/PL/SQ DEV 605 AND Msft VSS. Any time I select any option from the VCS menu I get a blank modal dialog box titled VCS in addtion to the selected option. When the requested VCS function completes and closes; the blank modal does too. Any help in resolving this will be apprecieated.

Where does the blank modal dialog box appear?

In the center of the screen; its about 5x6 inches. I since my original post reinstalled both plsql dev and VCS to no avail.
