Hi - can you confirm whether there are any licensing restrictions for using PL/SQL Developer on a VDI desktop in the Azure Cloud?

PL/SQL Developer licenses are always per named user, and not per PC, Database Server, Application Server, Database or Location. Therefore you need just one license for one named user, even if you are running multiple instances on multiple machines.
