Upgrade from 9.0.6 to 10.0 is it free?

We have a 20 user license for 9.0.6.1665 and can we get upgrade to 10.0 free of charge?

Free product upgrades are included in the "Annual Service Contract", not in the standard license though. The latter only covers patch releases of the PL/SQL Developer version you purchased. See PL/SQL Developer - Ordering & Prices

Unless you have purchased v9 on Dec 1st, 2012 or later. Then your upgrade will be free of charge.
