Unlimited License

What are the parameters for the unlimited licence?
Is it for one location of a company?
Does it apply to a company and all its subsidiaries and organizations? For instance one company with other divisions and separate company names.

An unlimited user license entitles you to use PL/SQL Developer with an unlimited number of developers within the legal entity of the license holder at any location within the country of the license holder.
