Unable to view package body code

I have a user who is unable to view (view spec&body) package body code. The package bodies appear in the object list on the left side of the screen; however, only the spec is displayed on the right side of the window when the user selects 'view spec&body'. I have cloned the user, logged in as him, and I am able to see the package body code, which leads me to think that it is a setting/preference. I ensured the user has the 'Use DBA Views' option checked. I don't know what else to check. Please help!

Does the user have select privileges on the sys.dba_source view? This is a requirement.
