I Installed de plugin TortoiseSVN, But I do not know how can I to use . Do I must to create a folde and put all Packages , functions and procedure inside ?.

Where can I to find a tutorial ?

Do you have Subversion installed? (Either on your desktop or on a server you can connect to?) That's the repository for your files. TortoiseSVN is just an Explorer plugin to add status icons and right-mouseclick actions etc.

I have both TortoiseSVN and Subversion clients installed on my windows desktop and am looking for methods to easily integrate into pl/sql developer.

File > Open and drag & drop both work pretty well. I'm not sure what else you would need.
