Target Position for Bookmarks

In single document mode i've set a few bookmarks in a program window. When selecting one, where is it supposed to be displayed? Should the bookmarked line be the first or last line of the displayed content or is it placed center window?

I got all three position variants accessing different bookmarks in one package. Are there any rules, how this is handled? Current behavior looks a bit random.

I would suggest to display bookmarks always on the same position. Top of screen would be my favourite.

This occured on PL/SQL Developer 14.0.5.1986 (64 bit) on a Windows 10 Build 19041 system.
 
Correct, that's exactly what I'm talking about. Thanks for the hint.

But additionally I had the top line chosen randomly by PL/SQL Developer when accessing a bookmark. But now after re-checking, I can't reproduce this arbitrary behavior of my first post anymore. Don't know what happened or how exactly I triggered it. Each bookmark is now displayed as the middle line of the program window (which contradicts Marco Kalter's answer) when accessing it.
