If you are using the Test Window or SQL Window to run your procedure (and you should), then timing will implicitly be on. You can see the elapsed time on the status line, but also all imaginable server statistics (such as CPU time, I/O's, ...) on the Statistics page.

To configure these statistics, go to Tools > Preferences > Oracle / Options and press the "Select" button below the "Automatic Statistics" option.
