PLSQLDOC encoding

I've just started using plsqldoc plugin. The problem is that we want to have documentation in Latvian, but plsqldoc automaticaly translates Latvian letters to HTML entities. Is there any option to correct this problem?

Latvian letter 'ā' is translated to code â
For example:
* in code - 'bāze'
* in generated HTML documentation the same word - 'bâze'.

It would be ok, if HTML entity was correct (the correct is ā). It would also be ok with no translation to HTML entities - just change encoding. But with HTML entities encoding change in HTML document doesn't make any effect.

We have solved this problem.
For PLSQLDOC to work correctly you have to set Latvian in Standards and formats in Regional Options (I had English as standard, and Latvian for non-unicode programs, that's why it didn't work correctly).
