Pl/Sql Developer Query Builder

I am new to this area within PL/SQl and have some questions as to how to create code via this builder. Is there a tutorial that I can reference or some online documentation? I searched youtube and googled for doc but did not find anything helpful.
Any suggestions?

The internal query builder is documented in the PL/SQL Developer User's Guide.

The Active Query Builder Plug-In is based on the 3rd party Active Query Builder component, which is documented here:

The guide I found is for 7.1 as of March 2007.
Is there a later version?
I am on PL/Sql Dev Version 9.0.6.1665
