ORA-12571 TNS Packet writer failure

I downloaded the freeware Query Reporter from the web. But, I am getting error message "ORA-12571 TNS Packet writer failure". What is the problem? Please help..

This is a low-level Oracle Net error. You will need to verify that you Primary Oracle Home is configured correctly, and that you can connect to the same database using SQL*Plus from the Primary Oracle Home.

If you have multiple Oracle Homes, you can select a different Primary Oracle Home by using the Oracle Home Selector (a standard Oracle utility).
