Old bug revisited: key configuration is empty

I have installed version 9 in the same directory where version 8 was installed (default location). As usual, my key configurations are all cleared, so no shortcut keys are functional. The medicine is (as always) to use the button 'Reset to Default...'
Couldn't we have this bug fixed once and for all? It is tedious to have to redefine all one's favourite shortcuts each time a new release or paths is installed.
