Many shortcut keys in the editors do not work

In the table editor the keyboard shortcuts Refresh, Close, Help, View SQL do not work (Press Alt-R, Alt-C, Alt-H, Alt-V). They open the reopen file list, the Configure ribbon, the Help ribbon, and View ribbon, respectively.

In the DBMS job editor, the keyboard shortcut keys Refresh, Close, Help, View SQL do not work. Same behavior as above.
When you quickly press Alt-V (so the ribbon menu does not have time to activate) the View SQL sometimes works. But only if you are fast.

Same problems as above in the sequence editor, the user editor, the synonyms editor, and the database links editor.

I am using version 12.0.1.1814
