Long standing bug in SQL editor, cut off text

Please for the love of god fix this bug. It seriously interrupts my workflow.
The SQL window stops scrolling but I know there is text hidden. image attached.

The only way I know to fix it is close everything and reopen. This bug has been around for over a decade.
I'm running version 16.0.1.2149.

Do you know the exact steps to reproduce this situation?

Unfortunately, there are no steps. It just kind of happens randomly when it wants to.
Is there anything I can do when it happens that will help you troubleshoot it? Is there a command I can run that will do a dump or something?
