Bug: Editor window text scrolls out of view and hard to access

This is a bug that exists in PL/SQL Dev and I've noticed in Plyxon.
Sometimes the SQL text will scroll off the bottom edge of the editor window and you can't use the scrollbars to scrolls down and see the hidden lines.
