Login window hidden by splash screen

I know this started quite a few release ago, and I did raise it then, but whenever I start PSD, the login Window is hidden by the splash screen. Now as the login window comes a while after the splash screen, I am often waiting for it when it is there.

This is 13.0.3 32 bit under Win 7

In V11 and before I worked around it by hiding the splash screen, but this has been reset, and I cannot find this option in preferences.

This option (nosplash=1) is not in preferences, but in params.ini file.
