language pack (german) - silent installation

Hello,
I need to install the german language pack in silent mode.
Is this possible to edit the setup.ini of the language pack?

You can install the language pack once on a PC, and distribute the resulting "German" subdirectory and "German.lang" file to in the PL/SQL Developer installation directory to other PC's.
