key configuration problem

I'm trying to map Ctrl+Alt+L as a hot key, but it won't let me. I can map other key configurations using Ctrl+Alt, just not using "L"

As the intent of the hotkey is to do edit->selection->lower case, the L seems appropriate.

Any clues as to why this might be? I'm using 5.1.6.747.

To further confound things...I can map Ctrl+Alt+L on my laptop, but not on either of my desktops??
