Keys of Keyboard Shortcuts are printed

In PLSQL Developer 13.0.6.1911 I experience a very strange behavior with keyboard shortcuts using the Ctrl key. I can properly trigger actions like e.g. copy with Ctrl+C or undo with Ctrl+Z.

If I hit a non-character key like space, arrow or escape afterwards the respective character key ('c' or 'z' taken the examples above) is printed in the current window in PLSQL Developer.

So far I couldn't find any shortcut that doesn't behave like this. I'm not shure, if there is some interference with other software or with some configuration settings within PLSQL Developer, that might cause this. The issue came to my attention as of today.
 
I did a complete re-start of my Win 10 machine. That solved the problem (unlike restarting PLSQL Developer). The behavior disappeared.

I'll post here, if I see this behavior again.
 
I get this same behavior in both 11.0.5.1790 and v14.

I just got a new thinkpad and it is consistent in both versions but not problems in any other software.

if there is a fix out there, I would like to know.

rebooting makes no difference, this "Feature" is here to stay and drives me crazy!
