I put the shortcut ctrl+n
and
tools/Source/Code Assistant
I put the shortcut ctrl+space

This seems to work fine. Can you go to Help > About and let me know the exact PL/SQL Developer version?

Can you update to the current Beta 7 (15.0.0.2047) and try again? It should be fixed.
