I'm using a template plugin now and when I use ctrl-j, template replace it does a good job. Though it be quicker to not write any template and just invoke a key.
If you have version 8 (maybe 7.1, but I can't remember), look up AutoReplace in the manual. It might be close enough. For example, I have "p*" invoke my procedure template and "f*" invoke my function template.
