Can I import an XML file easily using PL/SQL Developer? I have seen posts on exporting XML, but not importing an XML file.

No, there is currently no XML import functionality.

Do you have any plans to add XML import capability to future PL/SQL releases?
We have no immediate plans for this, bit I have added it to the list of enhancement requests.
