How to Update PLSQL Developer from v12 to v13

Good morning, I have installed version 12 on my laptop and would like to update it to version 13; Do you need to buy another license or is the license of version 12 sufficient?
Try to update the version from 12 to 13 but when I enter with version 13 I get that version TRIAL.

Please, indicate me what steps I should follow to update to version 13.

Upgrades are covered by the Annual Service Contract.

If you have a current service contract the upgrade is available for free. Just go to Help > Register and enter your registration information.

If your current 12.0 license does not have a service contract, or if the service contract is expired, you can purchase a service contract now with a reinstatement fee in order to upgrade to 13.0.

A support user tells me that the license has been purchased and that in theory it should be updated to the next version.
Is there any way to verify that my license is valid to update to version 13?
