How to stop Desktop restore?

One of the databases that I usually connect to is in some strange limbo state which makes the connections to it hang indefinitely.
When I start PLSQL Developer it tries to reopen my windows (I can see that in the debug.txt file) and thus hangs indefinitely at "Loading Desktop". How can I start it without restoring the last desktop?
I tried to delete the AppData\Roaming\PLSQL Developer 12 folder, because I assumed everything was stored there, but it still remembers.

Oh, I managed to solve it by using the "registry" command line parameter.

You can modify the PL/SQL Developer shortcut and add the NoLoadDesktop parameter. For example:

"C:\Program Files\PLSQL Developer 12\plsqldev.exe" NoLoadDesktop
