How to install and use PLSQL developer on windows8

Am new to oracle. Want to learn plsql (self study). Could you list me all that i need to download and install on my machine to use plsql developer. I don't have a clue and lost in this. Provide me links if possible please.

You will need to install an Oracle database. It is available under the Oracle Technology Network License Terms here:
http://www.oracle.com/technetwork/database/enterprise-edition/downloads/index.html

If you install the 32 Bit Oracle 11.2 database on your Windows 8 PC, as well as PL/SQL Developer, you have all the software you need to study Oracle, SQL and PL/SQL.
