How to download 7.1.3 registered

How/where can I download PL/Sql Developer 7.1.3 registered version to upgrade my 7.0.3?

You can download the trial version and register it (Help > Register) with your license information.

- I download trial version
- I install trial version over 7.0.3 installation without uninstall it
Now when I start PL/Sql Developer I see Register window so I enter all license details (Product code, Serial number, Password) but registration fail.
Why?

Product: PL/SQL Developer
- Serial number: yyy.yyyyy
- Licenses: 100
- Base version: 7.0
- Service contract expiration date: January 1, 2008
