Garbage is pasted instead Cyrillic letters

This "behavior" is haunting me since I installed fresh Windows last year. I have no more strength to keep silence.

The scenario-1:
1) Switch the keyboard layout to English (US)
2) In any application (including the PSD), select any text with non-ASCII characters (usually the text, containing Russian words)
3) Copy to Clipboard
4) Paste into any window within PSD
5) Russian characters turn into the garbage (see below) with probability about 50%.

The scenario-2:
All the same, but I do copy-paste from PSD window into any window of any application.

Scenarion-3:
If I drag-n-drop the piece of text within PSD with my mouse, however, the process is 100% successful (it bypasses the clipboard?)

The only solution is to check the layout of keyboard just before each act of copy-pasting. The error never happens, if the layout is "Russian (Russia)".
I even did reinstall Windows one extra time, but with(out) same outcome.

I tried to decipher the garbage with help of some utility... it tells, that the text, encoded as Windows1251 is displayed as iso8859-9 ? Why iso8859-9 ? :confused:

Can you help me?
I never experience the problem with other applications. I can use the Clipboard to copy text from text editor to email client, and from browser to text editor, and from MS Word to MS Excel etc. Only PSD (most used application!) upsets me in such way!
