Enhancement Request: Code Windows

I'd like to have a keyboard way to be able to change the lines that the current window are showing, without moving the current cursor position changed (like when I use arrow up/down). After scrolling the view (not the cursor), if I move the cursor the view would change back to showing the lines where the cursor is ( probably with cursor line centered in the view).

More or less along these lines.....Is it possible to add a 'split screen' functionality to the editor as to enable you to look at two parts of the code at the same time. E.g. look at the declaration section while editing some other piece of the program.
 
To Marco: Can you please give this enhancement request the highest priority possible. Even the most simple programmer's editors have such a split-window feature. I have stated this request before and have seen other contributors in this forum have the same request.

Please keep in mind the name of the product: PL/SQL Developer, a tool for developing PL/SQL code. The main focus should still be to make the world's best tool for writing and testing PL/SQL code.
In version 7, I was sligtly surprised that one of the new features was a Graph Window, while such an essential feature as the split-window still is missing in the product.

Sorry if I sound a little cross, I still think the product suit my needs up to 99.9%, but I would really like to have this feature included in version 7.1
