PL/SQL Developer supports Version Control Systems that provide a Microsoft SCC compliant interface. If SVN provides such an interface, it can be used with PL/SQL Developer.

I haven't tried it, but I heard that http://www.pushok.com/soft_svn.php
works with Subversion via the MS SCC API. Let me know if you have success.
