Docked windows and Key Configuration

For a years I have F1 key mapped to File/New/Sql Window, and it always worked fine, but in version 9 it does not.

If my focus is, f.e., on Browser window or any docked window (Find...), when I press F1 it first opens Help then it opens my desired new sql window.

If focus is on main window it works fine.

Is this a bug or new feature?

It seems like a bug. We'll fix it.

Can you check if the F1 key is assigned twice? I can only reproduce this if I have assigned F1 to "New SQL Window" and "Help" (ignoring the warning).

F1 is only assigned once, no key assignment for Help.

To reproduce this, try:
1) From menu choose Help>PL/SQL Developer Help
2) Close Help
3) Set focus on "Recent objects" in browser
4) Press F1

It has something with PLDEV Help itself.
