Here is an enhancement request for version 10:
I am building my data models with PL/SQL Developer or a simple editor. It is much faster than using a full-blown data modelling tool like ErWIN or Oracle Designer. And there always comes the time when the tool cannot align a complex model with the database correctly. But I still like to present a graphical layout to my collegues. So my idea is to generate a graphical layout from the database (reverse engineer). Something simple will do (e.g. http://gnuwin.epfl.ch/apps/DDT/en/). In the graphical tool I would only pin tables and relationship arrows to a grid. Any other change will be done in PL/SQL Developer and update the graphical display. The tools on the market are complex and expensive because they work the other way round.

Note:
allroundautomations has released a plug-in for PL/SQL Developer called "Quick/ER" (http://www.gotterup.net/quicker) that does the job. Great!

I tried clicking on the link in your post and indeed couldn't find it, but when I removed the trailing '.' that page was found.

Yes, I can reach that site, however, it does not say anything about the company such as address, company name, ...

Without such information, some organiztions do not want to approve purchase from unknown sources.
