Are CLOBs supported by Direct Oracle Access?

Yes. The TOracleDataSet will treat CLOB, BLOB and BFILE columns as normal TBLOBFields. You can additionally use the low-level TLOBLocator class to get access to the LOB data through a TStream interface.
