I'm running Beta 4 and just noticed this today.
I tried to open an existing Test Window by pulling down the Open menu and choosing Test Script.
There's a short pause, then the cursor style returns to the "text edit" style (vertical bar). So the File Open dialog never shows up.
It happened repeatedly and it's only that file type. I exited the application and re-started, and things worked fine. For a while... then it started again.
