Breakpoints in a Test window

Inside of a test window I wasn't able the create breakpoint. Also I couldn't watch variables.. What's wrong?

Both breakpoints and variable watches are restricted to PL/SQL program units that are compiled into the database. This does not work from within the anonymous PL/SQL Block of the Test Window.
