For every instance of PlSQlDev that I open its seems to stall for about 30 seconds or more on the splash screen. The last line reads
Logging on ... Connected

If is connected to the database what is it waiting for or what is it doing after that?

Let me know how we can troubleshoot

My guess would be it's executing this, which is part of the object browser initialisation:

select * from sys.dba_type_attrs where rownum < 1

This takes up to 4 minutes for us (PL/SQL Dev 12.0.7, Oracle 12.2.0.1, 1M rows in dba_objects), though once it's cached, subsequent loads are much faster. I think Marco is sick of hearing about it.

I did a full POC of how to repair this problem in that Query from dba_type_attrs_upon logon takes cca 50 seconds thread. After that I created an enhancement request here

That was more than a year ago. I'm still using my hex-editor-hacked executable rather than upgrading because I can't afford to wait a minute every time I need to connect to an Oracle database.

I seem to have fixed the issue for now at my current site by getting a DBA to apply a profile to that statement in production, and as all our dev/test envs are Delphix clones of production they are automatically fixed when they next refresh. I'll have to check the details in case there is something I can pass on.
