64 bit crashes after installation on Windows 10

I have a complete new installation of Windows 10 Pro.
After installing PLD 64 bit with default settings and choose to open the application right away, PLD crashes with a message from Windows that PLD has stopped working and was closed.

The next time I start PLD it works OK.

That's odd. Is there a plsqldev.elf file created in the %APPDATA%\PLSQL Developer directory for this error?

No, no elf file. Apparantly, PLD crashes before the elf file is created. The first dialog I see, is the Windows dialog, that states PL/SQL developer has stopped working.
