If it is hard to make it as I requested, maybe you make the behavior of keyboard shortcut identical to "Edit" menu command.
Explaining:
When you go to bookmark using keyboard shortcut Ctrl-Q+# (or by executing API function IDE_GotoBookmark()), bookmarked line (with cursor on it) will be on the top or bottom of the editor window.
But when you do that through the menu Edit\Goto Bookmark\#, bookmarked line will be exactly in the middle of the editor window! And this option would be better than top or bottom!
Wish to see that in ver.15

This will remain the same. If you delete the bookmarked text, the bookmark will be deleted as well.

Why? This is very bad behavior. I hope for this bookmark, but it suddenly disappears. This is absolutely non-standard behavior. For example, look at the behavior of bookmarks in Delphi. In it you can delete, add lines, do whatever. The bookmark remains and does not disappear
