System table performance issues

Hello,
I'm experiencing a long running issue where the queries that PL SQL Developer executes against the system tables behind the scenes run very poorly. This usually results in the interface hanging anywhere from 3 to 30 seconds at a time and usually gets worse with time until I flush the shared pool on the database which is not something I like doing often especially in our production database.

After I flush the shared pool everything is responsive again for a while until oracle starts caching inefficient plans for those specific queries for some reason.

Is there anyway for me to influence these queries from the .ini files or settings somewhere? Maybe some place I can insert some hint for these queries to include when doing this behind the scenes stuff?

The slowdowns I am experiencing happen just about anywhere and any time PL SQL Developer decides to hit the system tables. Even when clicking on the results grid after running a standard query.

My DBA won't do anything about it so creating profiles or anything having to do with manipulating the way the system tables operate isn't an option.
