It is possible to create a spatial index. For e.g.:

SQL Query
CREATE INDEX SPW_GEOM_IDX ON SMN_POST
(XY)
INDEXTYPE IS MDSYS.SPATIAL_INDEX
NOPARALLEL

But after creating the index is not visible within PL/SQL Developer.

It would be nice if spatial indices at least show up in the browser and possibly can be edited.

No, this is currently not possible. This is on the list of enhancement requests though.

Spatial indices are visible in browser, but index column is not visible.
