I can feel that the very small size of the minimze, restore, and close buttons on the new style dialog windows is beginning to bug me.

The close icons for e.g. the PLD application, the active window from the window list, the object browser, the window list, about screen etc. are of approx. the same magnitude.

But the minimze, restore, and close buttons (-, + and X, respectively) on the dialog windows for e.g. table properties, support info, large data editor, settings, recall statement, help (showing user guide) etc. are very small (at least the icon is) and are sometimes a little hard to hit with the mouse.

What are the design arguments for making the icons so small when they are much bigger in the rest of the application?

Please make the buttons and icons bigger so they are easier to see and hit.
The icons of the default "Glow" style may be small, but the buttons are not small. For other styles the images will be different. Go to Preferences > User Interface > Appearance and select a different style from the list. A preview will be displayed, including the dialog buttons.
Thanks. Yes, I can see that now. Apparently I chose the only theme with small icons.
