I have currently 3 homes
default_home 7.3.4&8.0.4 ala Designer 2000 install

817 home - set current in the oracle homes selector

920 home oracle 9i

In plsqldeveloper I selected 817 home and all is well

In query reporter I get error about file in the default_home

Is there a way to override dll or home used as in plsqldeveloper?

The QueryReporter will always use the Primary Oracle Home (listed first in the PATH). You can change the Primary Oracle Home through the Oracle Home Selector, which is a standard Oracle utility.

Error Message is:

However, Home Selector tool indicates:
Name: Ora817
Location: Q:\wappl\ora817

and Control Panel \ System \ Advanced \ Environment Variables \ User Variables
PATH = Q:\wappl\ora817\bin;c:\oracle\9.2.0\bin;.........;C:\orant734\bin

System Variables
PATH = Q:\wappl\ora817\bin;c:\oracle\9.2.0\bin;.........;C:\orant734\bin

The Ora817 Home Key is:
Software\Oracle\HOME1

However in
Software\Oracle
ORACLE_HOME=C:\orant734
ORACLE_HOME_NAME=DEFAULT_HOME

I suspect a registry issue. Can you export the hkey_local_machine\software\oracle section and send it me by e-mail?
