Ho do I upgrade from version 5.0.3 to 5.1.0 ?

Download the registered 5.1 version, and read the included readme.txt file for details.

All you need to do is extract and run the plsqldev.exe file. It will replace your current 5.0.3 installation if you select the same installation directory.
